RTG Energy Performance Diagnostics (DPEG)

General Information

Guadeloupe Energy Performance Diagnostics (Diagnostic de Performance Energétique Guadeloupe, DPEG) is a building certification process introduced by the Regional Council of Guadeloupe. It provides information on a building’s energy efficiency, per a European requirement that had yet to be applied in French overseas departments.

Guidelines

1. Scope

DPEG applies to new or existing air-conditioned spaces in the following types of buildings:

  • Residential
  • Office
  • Commercial
  • School
  • Hospital
  • Hotel
  • Publicly owned buildings

2. Content

DPEG must include the following information

  • Property identification
  • Annual energy performance report
  • Greenhouse gas performance report
  • Energy consumption
  • Energy efficiency indicators for various systems:
    • AC
    • Hot water
    • Lighting
  • Thermal comfort and RTG compliance indicator (for new construction only)
  • Recommendations on optimizing energy performance
  • Detailed information sources that the owner or tenant may find useful
  • The method of calculation used

The methods for calculating indicators and performance are defined in the Regional Council decision.

3. Introduction to DPEG

The Energy Performance Diagnostics label is divided into two sections for easy reading:

  • A section indicating overall energy consumption for the building, measured from G to A; and
  • A section indicating the energy performance of air conditioning, hot water heater and lighting systems.

The DPEG is valid for 3 years for new construction and 10 years for existing buildings.

Applying the DPEG

When is the energy diagnostic performed?

For new construction, the project owner (client) must have certification no later than work completion.

For existing buildings, a valid DPEG must be attached to the rental or sales contract.

For existing public structures or hotels, current valid DPEG must be posted visibly near the main entrance or reception area.
